Lt. Col. Dr. Essa Al Mutawa

Lieutenant Colonel Dr. Essa Almutawa is the Chief Artificial Intelligence Officer and Director of the General Department of Artificial Intelligence at Dubai Civil Defense. He leads the organization’s AI strategy, driving technology adoption, institutional transformation, and innovation in fire safety and emergency response. His work focuses on embedding responsible AI practices, strengthening organizational capabilities, and fostering a culture of innovation and continuous improvement.

With expertise in crisis management, information security governance, and operational readiness, Dr. Essa advances initiatives that enhance public safety and organizational resilience. He holds a Doctor of Business Administration and Leadership from the University of Gloucestershire, master’s degrees in Crisis and Disaster Management from the University of Modern Sciences and Digital Governance and Innovation from the University of Central Lancashire, and a Diploma in Leadership and Digital Transformation. His leadership supports Dubai Civil Defense’s commitment to excellence, preparedness, and the safe and effective adoption of emerging technologies.
